chore(tools): add install.sh, an idempotent toolchain installer for pacman, apt and dnf

Installs the C, Fortran, Zig, nasm, debugging and cross-compile tools plus
rustup (stable and nightly with miri) and cbindgen. --check only reports what
is missing.
